Job purpose

The Specialist, Utilities & Facilities Maintenance is responsible for ensuring the safe, reliable, and compliant operation, maintenance, and continuous improvement of facility infrastructure, utilities systems, and building equipment. This role supports manufacturing, warehouse, laboratory, and office operations by maintaining utilities and facility assets in accordance with regulatory, safety, environmental, and operational requirements.

The incumbent provides technical expertise in preventive and corrective maintenance programs, contractor management, asset reliability, energy management, and facility improvement projects to ensure uninterrupted operations and regulatory compliance.  

Duties and responsibilities

Utilities & Infrastructure Management

• Oversee the operation, maintenance, troubleshooting, and continuous improvement of site utility systems including:
• HVAC and building automation systems (BAS)
• Compressed air systems
• Chilled water and heating systems
• Boilers and steam distribution systems
• Water purification and treatment systems
• Electrical distribution systems
• Emergency power generation equipment
• Monitor utility performance and reliability to ensure operational continuity and efficiency.
• Coordinate utility shutdowns, startup activities, and maintenance outages with cross-functional stakeholders.
• Maintain system documentation, drawings, SOPs, and preventive maintenance records.

Facilities Maintenance

• Manage preventive, predictive, and corrective maintenance activities for building infrastructure and facility equipment.
• Ensure facility systems operate safely and efficiently while minimizing downtime.
• Coordinate and oversee repairs, renovations, facility upgrades, and capital improvement projects.
• Support space management, office modifications, and facility expansion activities.
• Conduct routine facility inspections and develop action plans to address deficiencies.

Equipment Reliability & Asset Management

• Support maintenance planning and scheduling activities using SAP systems.
• Develop and optimize preventive maintenance programs based on asset criticality and reliability data.
• Analyze maintenance trends and implement corrective actions to improve equipment performance.
• Participate in root cause investigations and reliability improvement initiatives.

Compliance, Safety & GMP Support

• Ensure compliance with applicable regulatory, environmental, health and safety, GMP, and company standards.
• Support inspections, audits, and regulatory assessments.
• Maintain documentation required for maintenance activities, calibrations, qualifications, and asset lifecycle management.
• Review and approve maintenance-related SOPs, risk assessments, and change controls.
• Promote safe work practices and participate in hazard assessments and incident investigations.

Contractor & Vendor Management

• Coordinate external contractors, vendors, and service providers.
• Review scopes of work, quotations, and service agreements.
• Monitor contractor performance and ensure compliance with site safety procedures.
• Verify completion of work and maintain appropriate service records.

Capital Projects & Continuous Improvement

• Support capital projects from concept through commissioning and handover.
• Participate in equipment installations, modifications, qualifications, and startup activities.
• Identify opportunities to improve reliability, sustainability, energy consumption, and operational efficiency.
• Support budgeting, forecasting, and cost control initiatives related to maintenance and utilities operations.

Emergency Response

• Provide technical support during equipment failures and facility emergencies.
• Participate in emergency response activities and after-hours support when required.
• Support business continuity and contingency planning efforts.

Additional responsibility (Only applicable to customer facing roles)

Report any adverse event received from customers for company products to the pharmacovigilance department / Drug Safety on the same day or within 1 business day

Qualifications

Education

• Diploma or Degree in Mechanical Engineering, Electrical Engineering, Electromechanical Engineering, Facilities Management, Building Systems Engineering, or a related technical field.
• Relevant trade certification or professional designation is considered an asset.

Experience

• Minimum 5 years of experience in facilities maintenance, utilities operations, manufacturing support, or a regulated industrial environment.
• Experience with HVAC, mechanical systems, electrical systems, utilities infrastructure, and facility operations.
• Experience working in GMP, pharmaceutical, food, consumer goods, or highly regulated manufacturing environments is preferred. 

Knowledge, Skills & Abilities

• Strong knowledge of HVAC, utility systems, mechanical and electrical infrastructure.
• Understanding of preventive maintenance and reliability-centered maintenance principles.
• Working knowledge of Ontario Building Code, Electrical Code, and applicable safety regulations.
• Experience with SAP platforms and maintenance planning systems.
• Strong troubleshooting and technical problem-solving skills.
• Ability to read and interpret engineering drawings, P&IDs, and technical specifications.
• Excellent communication and stakeholder management skills.
• Strong organizational, project management, and contractor coordination abilities.
• Proficiency in Microsoft Office Suite and computerized maintenance systems.
• Ability to work independently and manage multiple priorities in a fast-paced environment. 

Working conditions

• Exposure to manufacturing, warehouse, utility, and office environments.
• Frequent walking, equipment inspections, and site monitoring activities.
• Occasional after-hours, weekend, or emergency support as required.
• Use of appropriate personal protective equipment (PPE).
• May require work in mechanical rooms, utility areas, rooftops, and confined operational spaces. 

Physical requirements

The Specialist, Utilities & Facilities Maintenance role requires regular physical activity associated with the operation, inspection, maintenance, and troubleshooting of building systems, utilities, and facility infrastructure.

• Ability to walk, stand, and move throughout manufacturing, warehouse, utility, laboratory, and office environments for extended periods.
• Ability to frequently climb ladders, stairs, platforms, and access elevated equipment and mechanical spaces.
• Ability to inspect, access, and work in utility rooms, mechanical rooms, rooftops, and other facility service areas.
• Ability to bend, stoop, kneel, crouch, reach, and work in confined or restricted spaces as required.
• Ability to lift, carry, push, and pull materials, tools, equipment, and replacement parts weighing up to 25 kg (55 lbs), with or without reasonable accommodation.
• Manual dexterity sufficient to operate hand tools, testing instruments, computers, and maintenance equipment.
• Ability to visually inspect equipment, gauges, instrumentation, piping systems, and building infrastructure.
• Ability to distinguish audible alarms, equipment operating conditions, and emergency notification systems.
• Ability to wear and use required Personal Protective Equipment (PPE), including safety footwear, hard hats, hearing protection, respiratory protection, safety glasses, and other site-specific protective equipment.
• Ability to work safely around industrial equipment, mechanical systems, electrical infrastructure, and utility operations.
• Ability to respond to emergency situations, equipment failures, and after-hours facility issues as required.
• Ability to work in varying environmental conditions, including exposure to heat, cold, noise, vibration, dust, and outdoor weather conditions while performing facility inspections and maintenance activities.

The presently-anticipated base compensation pay range for this position is $71,000 to $88,500. Actual base compensation may vary based on a number of factors, including but not limited to geographical location and experience. In addition, this position is part of the Annual Performance Bonus Plan. Employees are eligible to participate in Company employee benefit programs which include medical, dental and vision coverage; life insurance; RRSP savings plan; and the employee assistance program. Employees also receive various paid time off benefits, including vacation time and sick time.
